Expert Groups and Project Committees

We bring together expert groups and project committees on specific issues to identify what needs to be done? where? by whom? and to ensure that it is done! These groups comprise individuals from various disciplines and faiths who work together on a specific issue, developing common strategies and building bridges of understanding and cooperation. They then use their influence to ensure that the policies are adopted and acted upon.

Examples of our Expert Groups and Project Committees:

Global Expert Group on HIV/AIDS and Human Rights
In May 1991, Rights and Humanity brought together in a three-day residential meeting in collaboration with the World Health Organization and the Dutch Ministry of Health a group of global experts from the fields of law, medicine, social welfare together with faith leaders and people living with HIV/AIDS. The Global Expert Meeting at the Peace Palace in the Hague developed a common understanding of the implementation of human rights and responsibilities in the response to the AIDS Pandemic. The Expert Group included:

  • Dr Jonathan Mann, Director International AIDS Centre, Harvard School of Public Health and former head of the WHO Global Programme of AIDS,
  • Rt Hon Hassan Jallow, Minister of Justice of the Gambia
  • Dr Dorothy Blake, Deputy Director Global Programme on AIDS
  • Professor Ren-Zong Giu, Director, Programme in Bio-Ethics, Institute of Philosophy, Chinese Academy of Social Sciences
  • Ms Noerine Kaleeba, The AIDS Support Organisation, Uganda and
  • Ms Elizabeth Reid, Director, AIDS Programme, United Nations Development Progammre.


The Global Expert Group subsequently adopted The Rights and Humanity Declaration and Charter on HIV/AIDS, the first “how to” text explaining the implementation of human rights in public health. Minister of Justice, Rt Hon Hassan Jallow, arranged for the Gambian Government to submit the Declaration and Charter to the UN Commission on Human Rights. It was published by the UN in 1992 in all six of its official languages.


The Declaration and Charter has been extremely influential and has been used by Governments and NGOs in many regions of the world. It helped shape international AIDS policy and formed the impetus for the development by the UN of the International Guidelines on AIDS and Human Rights (adopted in 1996).

Rights and Humanity’s Jordanian Committee
Rights and Humanity has particularly close links with Jordan and established a Project Committee based in Amman to oversee Rights and Humanity projects undertaken in Jordan 2000-2003. The members of the Project Committee were:

UK Committee
During the period 2002-2003, Rights and Humanity convened a multifaith, multi-disciplinary project committee chaired by Lord Stone of Blackheath to assist in drafting The Rights and Humanity Principles of Responsibility.
